OMB Moves Toward Segment Standardization Across Agencies

In its Interim Instruction Guide for Quarter 4 FY2009, OMB introduced a Federal standard segments strategy through shared target or "to-be" architectures for key cross-boundary government functions among Federal agencies. “Planning and architecting along these lines is critical to improving information sharing, increasing efficiency and effectiveness, tightening performance and strategy alignment, and securing Federal cyberspace.” As part of this effort, OMB has established an initial set of standard target segments in this latest guide. Some of these standard target segments include: IT Infrastructure, Information Sharing, Identity Credential and Access Management, Financial Management, and Acquisition and Grant Management. In addition, OMB introduced a number of standard target segments to support Health IT. Agencies are encouraged to become familiar with and adopt the standard segments as they align to each agency's mission and enterprise services.
